A U.S. passport card is more than a border-crossing document. It is a federally issued photo ID, proof of U.S. citizenship, a REAL ID alternative for domestic flights, and a List A document for Form I-9.
It still has firm limits. The card cannot be used for international air travel, and private businesses and individual facilities decide which IDs they will accept.

Do not mail a routine application. Attend a regional passport agency appointment, or use a registered passport courier service to provide personalized support and handle the logistics for you. A passport book is still required for international air travel.
9 Useful Ways to Use a U.S. Passport Card
1. Board a Domestic Flight Without a State REAL ID
TSA accepts the passport card at airport security checkpoints for domestic flights. You can use it instead of replacing a standard driver’s license with a REAL ID-compliant license.
The card proves identity at the checkpoint. It does not replace a passport book for a flight outside the United States.
2. Complete Form I-9 With One Document
An unexpired U.S. passport card is a List A document for Form I-9. It establishes both identity and employment authorization, so an employee who presents it does not also need to provide a List B and List C document.
The employee chooses which acceptable documents to present. An employer cannot require the passport card specifically.
3. Show Federal Proof of Citizenship and Identity
The passport card proves U.S. citizenship and identity. It can be useful when an agency, financial institution, or other organization asks for government-issued identification or citizenship evidence.
Acceptance depends on the organization and the transaction. Check its document list before relying on the card as the only ID you bring.
4. Prove Your Age Without Showing a Home Address
The passport card includes the holder’s photograph and date of birth but does not display a home address. Some people use it at venues or businesses when they prefer not to hand over a driver’s license that includes their address.
Bars, retailers, and event venues set their own ID policies. A business can decline the card even though it is a valid federal ID.
5. Enter Certain Federal Facilities With a REAL ID-Compliant Credential
The passport card is REAL ID compliant and can meet the identification requirement at federal facilities and military installations that require REAL ID-compliant identification.
The card does not grant access by itself. Military bases and secure facilities can require advance approval, a visitor pass, an escort, a background check, or additional identification.
6. Cross U.S. Land Borders and Sea Ports of Entry
The card can be used to enter the United States by land from Canada or Mexico and by sea from Canada, Mexico, Bermuda, and some Caribbean destinations.
At participating U.S. land-border crossings, its RFID technology can be used in Ready Lanes. Follow the lane instructions and have the card ready before reaching the inspection booth.
7. Carry a Smaller Document on a Qualifying Cruise
The card fits in a wallet and can serve as proof of citizenship and identity for qualifying sea travel. Cruise passengers also use it as a government-issued photo ID during shore visits when the cruise line accepts it.
Keep the limitation in mind: the card cannot be used to fly home from another country. A passport book gives cruise passengers more options if they miss the ship or face an emergency.
8. Keep a Second Federal Photo ID Separate From Your Passport Book
Carrying the card separately from the book gives you another federal photo ID if a wallet, bag, or passport book is lost. A copy of either document can also help when replacing a lost passport.
The card does not replace a lost passport book for international air travel. Report a lost or stolen passport product promptly.
9. Keep Valid Federal ID While Renewing the Other Passport Product
Some travelers apply for or renew their passport book and card at different times. When the expiration dates are staggered, they can renew one document while keeping the other valid.
This can preserve a federal photo ID, but the card still cannot cover international air travel while the book is unavailable. When renewing both products together, the State Department requires both to be submitted.
Where the Passport Card Does Not Work
The card is not a smaller passport book.
It has no visa pages and cannot be used for international air travel. It also does not guarantee acceptance by a bank, bar, cruise line, military base, employer, or other organization outside the specific federal uses described above.
- Do not use it for a flight to or from another country.
- Do not assume every Caribbean destination accepts it for entry by sea.
- Do not assume a cruise line’s document policy matches the minimum U.S. re-entry rule.
- Do not expect it to provide access to a secure facility without the required authorization.
- Do not treat it as a substitute for a driver’s license when proof of address or driving privileges is required.

An adult who already has a passport book can apply for a first passport card by mail with Form DS-82 when eligible. The same rule lets a cardholder apply for a first passport book by mail.
You can also request the book and card on the same application. Applying for both together avoids paying a second $35 acceptance fee later when Form DS-11 is required.
Routine processing is 4 to 6 weeks, and expedited processing is 2 to 3 weeks. Expedited service adds $60. Passport cards are mailed by First Class Mail and are not eligible for the State Department’s faster return-delivery service for passport books.
