Regional passport agencies serve travelers with urgent international travel within 14 calendar days, or travelers who need a foreign visa within 28 days. The appointment is free. The trip to attend it may be the expensive part.

What a Passport Courier Service Fee Can Cover
Passport expediters, also called passport courier services, charge a private fee in addition to government passport fees. Depending on the provider and service level, the fee may include:
- Application instructions and document review before submission.
- Help resolving missing or incorrect items.
- Regional-agency submission and pickup logistics.
- Application tracking and status updates.
- Return shipping after issuance.

The same quote can be a poor deal for someone who lives near an agency and a good value for someone who would need to fly. These amounts are examples.
1. Nearby Agency: DIY Wins on Cost
The agency is 20 miles away. Gas and parking total $45, and the traveler does not miss paid work. If an appointment is available, paying a private service fee is unlikely to make financial sense.
2. Costs Are Close: Convenience Can Decide It
A long drive, tolls, parking, meals, and an unpaid day bring the agency-trip estimate to $425. If the expediter quote is $450, the $25 difference may be worth paying to avoid the trip and have the application reviewed before submission.
3. Flight and Hotel: The Expediter May Cost Less
Airfare, a hotel, ground transportation, meals, childcare, and two missed workdays bring the agency-trip estimate to $1,150. An expediter quote below that amount costs less and avoids the travel.
Form DS-11 Applicants Still Complete a Local Acceptance Step
Most first-time applicants, children, and applicants replacing a lost, stolen, or significantly damaged passport use Form DS-11. They must appear at a passport acceptance facility before the sealed application can be submitted through an expediter.
The acceptance facility is usually a nearby post office, library, clerk of court, or other local office. The expediter then handles the regional-agency portion of the process.
