New passport application Form DS-11 can be submitted at a nearby passport application acceptance facility so that an agent can administer an oath, witness the signing of the form and seal it with your supporting documents in an envelope. You can apply for other passport services such as a renewalname change, error corrections, etc. by mail. COVID-19 UPDATE: Mailing delays are impacting passport processing. The Department of State's processing times begin when applications are received at a passport agency or center and not when you mail them or apply at a local acceptance facility. Life-or-death emergencies are serious illnesses, injuries, or deaths in your immediate family (parent, legal guardian, child, spouse, sibling, and grandparent) that require you to travel outside the United States within 72 hours (3 business days).
