Question: The question I have is both my parents are deceased. Can I put in they're deceased plus do not have the information they ask for. Thank you.

Answer: It is very important that you complete the passport application form as thoroughly as possible. If they truly can not locate the requested information, then take your best guess and put questions marks (handwritten if using an automated form) after them (such as: Boston, MA? Apr 15, 1930?). The missing and/or inaccurate information can cause a delay, but usually doesn't as long as the question marks are there.
