I don't have that kind of money to pay him. How can I get my children passports if he won't sign? Answer: You may apply for the children's passports with Form DS-5525. Explain the situation in as much detail as possible and submit the form with the rest of the requirements. Applications submitted with this form may or may not be approved -- it depends on the situation surrounding the children. Providing proof of your exchange and his attempts at extortion may help your case.
