Question: I’m thinking to visit Saipan and I’m a US citizen. Do I need a passport to enter? Are most of the layovers in the US?

Answer: Since Saipan is a U.S. territory, you do not need a passport to enter. However, if you are transiting through a foreign country, you will need a valid U.S. passport. As to where your layovers will be, that's something the airline will be able to answer.
