How is the 15 year passport renewal date calculated?

Question: My passport was issued exactly 15 years ago. I need a passport for a trip late this year. Is today the last date for renewal, or is December 31st of this year?
Answer: The 15 years is calculated from the date of issuance. You can no longer renew your passport by mail. It will be necessary to apply for a new passport by submitting
form DS-11 in person at an application acceptance facility.
