Question: My passport was issued on 8/3/95, exactly 15 years ago. I need a passport for a trip to late in the year 2010. Is 8/3/2010 the last date for renewal, or is the date 12/31/2010?

Answer: The 15 years is calculated from the date of issuance. Since your passport was issued on 8/3/95, the possibility of renewing your passport by mail would have expired on 8/2/2010. You can no longer renew your passport by mail. It will be necessary to apply for a new passport by submitting form DS-11 in person at an application acceptance facility.
