Do I have to go all the way down to Norwalk, CT to apply for a passport or can I go to Springfield, MA?

I live in the north of CT. To get to Norwalk, CT will take over 1 1/2 hours each way. To get to Springfield, MA is just under 30 min each way. I would prefer the much shorter and less crazy traffic route.

The regional agency in Norwalk only expedites applications for applicants who need to get a passport within two weeks or less.
