Can I renew my 10 year old daughters passport by mail?

Question: I live in Manaus, Brazil and my 10-year-old daughter's U.S. passport expires next month. Can I renew it through the mail via the U.S. Embassy in Sao Paulo, Rio de Janeiro, Brasilia or Recife? Or must I travel to one of these cities to personally apply for the new passport with my daughter?

Answer: Passports issued to minors cannot be renewed by mail. All minors age 15 or younger must appear with both parents when submitting an application for a passport.
